| Summary, etc. | Les approches de la politique propres à une théorie de la démocratie ne peuvent se passer de concevoir des arènes fonctionnelles et médiatiques permettant la formation publique de l’opinion politique. La légitimité de l’action politique dépend de sa relation forte à la formation publique de la volonté assurant le fait que les prises de décision sont le fruit de processus complexes de négociation entre les citoyen.ne.s, entre le parlement et le gouvernement, et entre la « société » et l’« État ». L’article examine les mutations des structures médiatiques et sociales de la sphère publique au XXIe siècle et tente, premièrement, de redéfinir la conception de l’espace public démocratique à la suite de Habermas en fonction de réflexions issues de la théorie de la résonance ; deuxièmement, il tente d’identifier de manière empirique les transformations sociales, politiques et médiatiques actuelles et les problèmes relatifs au processus public de formation de la volonté ; enfin, troisièmement, il tente d’explorer les possibilités de rétablir un espace public politiquement actif. |

| Summary, etc. | Democratic conceptions of politics are tacitly or explicitly predicated upon the existence of a functioning arena for the formation and expression of public opinion in an associated media-space. Policy making thus requires a stable and reliable connection to processes of ‘public’ will-formation. These processes formed the focus for Habermas’ influential study on the Public Sphere. This contribution presents a closer look at more recent ‘structural transformations of the public sphere’ and examines the consequences. The causes of these transformations are by no means limited to social media communication. The analysis proceeds in three steps: 1) in some proximity to Habermas, but also by means of the theory of resonance, it seeks to determine the kind of public sphere that a democratic polity requires; 2) it analyses problems within the currently dominant public sphere; 3) which in turn informs a discussion of the possibility to re-establish a ‘functioning political public sphere’. |
