| Summary, etc. | Nous proposons d’analyser les proximités entre collectivités et industries sur un territoire industriel urbain à travers le prisme des réseaux de transports de personnes, d’adduction en eau potable, et d’assainissement. Nous analyserons ces proximités aussi bien en termes « physiques » (proximité spatiale et construction des réseaux), qu’« institutionnels » (cloisonnement, échanges ou coopération), à travers la trajectoire historique de l’agglomération de Roussillon, située en moyenne vallée du Rhône marquée et façonnée par l’implantation de l’entreprise Rhône-Poulenc à Roussillon (en Isère) au début du XXe siècle. Nous verrons comment la compréhension des liens entre industrie et territoire dans le temps long permet de mieux comprendre l’existence, l’émergence, ou la disparition actuelle de ces liens. Cet article nous conduira finalement à questionner les rôles mutuels des collectivités et de l’industrie envers le territoire. Après avoir décrit « un désengagement » du développement territorial de la firme au cours de la deuxième moitié du XXe siècle, nous introduisons l’écologie industrielle et territoriale comme une opportunité de « ré-engagement » des entreprises sur le territoire au travers d’une coopération accrue avec les collectivités. |

| Summary, etc. | This paper offers an analysis of proximities between local public authorities and industrial actors in an urban industrial space through the lens of two networks : public transportation and water systems. We analyze “physical” (spatial) and “institutional” (compartmentalization, exchanges, cooperation) proximities, through the historical trajectory of the agglomeration of Roussillon, located in the mid-Rhône valley, and shaped by the establishment of the company Rhône-Poulenc (a major French chemical group) in the area at the beginning of the 20th century. We underline how a historical understanding of the links between local public authorities and industrial actors allows comprehension of the existence, emergence and disappearance of these links. The paper then questions the mutual roles of local public authorities and industries in territorial development. After a description of a “disengagement” of the private firm in the second half of the 20th century, we introduce the “industrial and territorial ecology” approach as an opportunity for “re-engagement” of private firms in the area through increased cooperation with local public authorities. |
