Summary, etc. This paper presents the “Programme-Guide to Develop Emotional, Educational and Parental Competences” (Martínez-González, 2009) that was elaborated in the Principality of Asturias in Spain. The programme was implemented with parents drawn from the general population, using methods based on group dynamics. This was conducted as a response to a Council of Europe recommendation (2006/19) on “Policy to support positive parenting”. To ensure that the programme was applied effectively, this article describes how the programme was implemented in two contexts : schooling and social services. These are discussed from a perspective of prevention and community intervention. The article also presents the training professionals in the social-educational sector receive.
