Summary, etc. On October 13, 2021, the European Union (EU) updated its Arctic policy with the publication of the joint communication “A stronger EU engagement for a peaceful, sustainable and prosperous Arctic.” While its traditional priorities remain, the EU felt the need to rethink its Arctic policy to take account of its responsibilities at the economic and environmental level, and to align this policy with the European Green Deal’s objectives. Moreover, this is the first time that security issues have been introduced in a European policy document focusing on the Arctic. These strong links with the political, internal, and external priorities emphasized by the European Commission thus allow the emergence of a green foreign policy, for which the Arctic region, with its particular environmental characteristics, could be a testing ground. However, the EU is also ensnared in geopolitical tensions which have unexpectedly impacted the implementation of its green diplomacy ambitions in the Arctic region.
