| Summary, etc. | Cet article examine la communauté comme un nouveau terrain d’action pour les relations politico-administratives, et étudie comment, dans le contexte de la gouvernance collaborative, l’implication des organisations sociétales dans l’élaboration des politiques influence les interactions basées sur la confiance entre les politiciens et les administrateurs qui sous-tendent la complémentarité. L’étude s’appuie sur des entretiens qualitatifs menés auprès de politiciens, de fonctionnaires et de représentants d’organisations sociétales participant à un programme gouvernemental au Pays basque (nord de l’Espagne). Nos observations suggèrent que des liens plus étroits avec les citoyens peuvent façonner des relations complémentaires entre les politiciens et les fonctionnaires en élargissant la base de la confiance. Plus précisément, l’étude identifie la réactivité, parallèlement à la compétence, à la bienveillance et à l’intégrité, comme un facteur de confiance prédominant qui influence également les autres. La perception d’une complémentarité efficace entre la politique et l’administration semble dépendre de la réactivité, un vecteur clé de la fiabilité qui soutient et pérennise la gouvernance collaborative. Remarques à l’intention des praticiens Dans la gouvernance collaborative, l’ouverture à la participation des citoyens peut influencer les perceptions de la compétence, de la bienveillance et de l’intégrité : à l’inverse, un manque de réactivité peut conduire à percevoir un manque de compétence, de bienveillance et d’intégrité ; une administration réactive peut renforcer la fiabilité ; cela dépend également d’une relation constructive entre les politiciens et les fonctionnaires ; et une gouvernance collaborative efficace dépend également de la perception d’une complémentarité réelle entre la politique et l’administration. |

| Summary, etc. | This article examines the community as a new arena in which political–administrative relations unfold, and it investigates how, within the context of collaborative governance, the involvement of societal organizations in policymaking influences the trust-based interactions between politicians and administrators that underpin complementarity. The study is based on qualitative interviews conducted with politicians, civil servants and societal organization representatives participating in a government programme in the Basque Country (northern Spain). Our findings suggest that closer ties with citizens may shape complementary relationships between politicians and civil servants by broadening the basis for trust. More specifically, the study identifies responsiveness − alongside ability, benevolence and integrity − as a predominant trust driver that also influences the others. Perceptions of effective complementarity between politics and administration appear to hinge on responsiveness, a key vector of trustworthiness that supports and sustains collaborative governance. Points for practitioners in collaborative governance, openness to citizens’ participation may shape perceptions of competence, benevolence and integrity; conversely, lack of responsiveness may lead to the perception that competence, benevolence and integrity are also lacking; a responsive administration can enhance trustworthiness; this depends also on a constructive relationship between politicians and civil servants; and effective collaborative governance also depends on the perception of an effective complementarity of politics and administration. |
