| Summary, etc. | La recherche d’une « transition écologique durable » semble aujourd’hui favoriser des solutions technologiques. Comment les populations réagissent-elles à ces technologies d’adaptation au changement climatique ? S’appuyant sur des données ethnographiques recueillies autour d’un projet d’usine de dessalement à Huntington Beach (Californie), cet article analyse les usages et déploiements des registres de l’« écologisme » et de l’« adaptation ». L’opposition au dessalement ne repose pas tant sur une critique des atteintes à l’environnement que sur une éthique écologiste pondérée, façonnée par un environnementalisme bourgeois et libéral, et adossée aux logiques de marché. Loin de chercher à s’émanciper des intérêts corporatifs et étatiques souvent décrits comme contraires aux intérêts locaux, de nombreux opposants au dessalement adoptent une posture fondée sur le désir d’une adaptation au climat d’inspiration capitaliste, au nom d’un dessalement « responsable ». Cette configuration exprime une posture idéologique capitaliste que l’article propose de nommer le NIMBYisme libéral. Les opposants perçoivent le secteur privé comme « irrespectueux du littoral », faisant ainsi référence à des enjeux de culture communautaire et d’idéologie plutôt qu’à une position écologique en soi. L’article approfondit ainsi la compréhension des politiques contemporaines de l’adaptation au climat, en problématisant les conceptions naïves de l’« écologisme » dans le contexte de la crise climatique. |

| Summary, etc. | The overwhelming response to climatic change has been to promote “innovative” technologies for society to adapt networked systems to foment a “sustainable” transition. Yet, only recently do we have work in situ of how people respond to climate adaptation technologies, socially and politically. More research in this area is needed as adaptation techniques are deployed and evidence continues to emerge showing adaptation practices are highly contentious. Utilizing ethnographic data from a three-year investigation surrounding a desalination plant (producing potable ocean water for drought-stricken regions) proposal in the city of Huntington Beach, California, the article problematizes how environmentalism was invoked. Original evidence shows opposition to desalination involved, not a critique of ecological harm, per se, (as is often assumed), but a qualified environmental ethic heavily inflected with market liberal and bourgeois environmentalism. Ultimately, rather than seeking emancipation from corporate/state interests, while desalination opponents were against an industrial technology that has a bad ecological track record, they actually desired a more ideally capitalized climate adaptation in the name of “responsible” desalting, indicating a capitalist ideological formation this article calls liberal NIMBYism. In essence, the private sector did not “respect the beach”, which here does not so much refer to an activist ecological critique, but raises the issue of community culture and ideology. The findings deepen an understanding of the politics of contemporary climate adaptation, complicating conceptions of environmentalism amidst the climate crisis. |
