Ses fonctions les plus décisives sont pourtant ailleurs : dans la célébration récurrente du territoire communal et de la collectivité des citoyens, auxquels la presse municipale offre une identité sociale, ainsi que dans la mise en valeur de l’action municipale, action à laquelle sont assimilées toutes les manifestations locales positives. De la sorte, le bulletin répond à la fois aux attentes politiques de ses producteurs et aux attentes symboliques de ses destinataires. D’où son succès... |

However, its purpose rather seems to be in the recurrent celebration of the council itself. The news-letter frames the social identity of the people who live in the council and enhance the representatives’ policy, to which every positive local action is systematically bound. As a consequence, heal bulletins fulfil political demands well as the symbolic expectation of the local readers. Hence their success. |
