| Summary, etc. | RésuméEn Russie, le passage d’une économie administrée à une économie de marché est allé de pair avec une transformation fondamentale de son système national d’innovation. Celui-ci est régi peu à peu par les grands principes de fonctionnement des grands pays industriels. Après avoir rappelé la définition du système national d’innovation et l’évolution théorique du concept, nous examinons les mutations en cours (cadre légal incitatif, restructuration, mise en réseau des institutions), leurs avantages attendus (renforcement de l’innovation et de la croissance) et leurs limites (extraversion de l’économie russe). En nous référant aux apports de F. List, nous soulignons enfin l’importance d’une politique industrielle volontariste et structurante pour le système national d’innovation. | Summary, etc. | In Russia, the change from a central planned economy to a market economy has induced major transformations in its national innovation system. It is ruled step by step according to the functioning principles defined by big industrial countries. After recalling the definition of the national innovation system and the theoretical evolution of the concept, we examine the current changes (legal framework, restructuring, networking of institutions), the foreseen advantages (strengthening innovation and growth) and their limits (extraversion of the Russian economy). Referring to F. List’s contribution, we stress the importance of an active industrial policy for the structuring of the national innovation system. JEL codes: O3, P21, P27 |
