| Summary, etc. | Contexte : Le Système unique de santé (SUS), modèle universaliste actuellement existant au Brésil, est au premier plan parmi les politiques sociales en vigueur. Dans un contexte d’augmentation des ressources et d’accroissement de la demande, le SUS subit constamment des changements visant à augmenter la qualité, l’accès et l’effectivité des services rendus. Parmi les évaluations réalisées dans le cadre du SUS se distinguent les évaluations de performance et les évaluations économiques en matière de santé. Un des nouveaux outils utilisés par le SUS est l’IDSUS (Indice de performance du Système unique de santé) qui vise à mesurer la performance de chaque municipalité et région en ce qui concerne l’accès et l’effectivité du système. L’indice se compose de 24 indicateurs, dont 14 mesurent l’accès à la santé et dix mesurent l’effectivité du système. En bref, les indicateurs comme l’IDSUS peuvent aider à élever les niveaux de santé au Brésil. Objectifs : Ainsi, le principal objectif de ce travail est d’identifier les modèles d’évaluation de la performance et d’évaluation économique en matière de santé qui existent actuellement dans le Système unique de santé. Il s’agit aussi de vérifier les potentialités de ces deux modèles d’évaluation, en particulier l’IDSUS, dans l’amélioration et le perfectionnement de l’administration publique en matière de santé au Brésil. Méthodes : La méthode de travail était fondée sur la littérature pour la structuration et le développement de l’approche théorique. Résultats : On constate que les différents modèles existants d’évaluation du système sont appliqués de façon fragmentée et sans production analytique et ne se transforment pas en stratégie d’action pour les administrateurs publics. |

| Summary, etc. | Considerations on the Brazilian national health system (SUS) performance index Background: The Brazilian National Health System (SUS), a universal model currently established in Brazil, has a leading position among social policies. In a context of increased resources and growth of demand, the SUS constantly undergoes changes designed to improve the quality, access and effectiveness of the service provided. One of the major assessments conducted within the SUS consists of performance appraisals and health economic evaluations. One of the new tools used by the SUS is the IDSUS (Brazilian National Health System Performance Index) designed to measure the performance of each municipality and region in relation to access to and effectiveness of the health care system. This index is composed of twenty-four indicators, fourteen that measure access to health care and ten that measure the effectiveness of the system. Briefly, indicators such as the IDSUS can help to improve levels of health in Brazil. Objectives: The primary objective of this study was to identify the currently National Health System assessment models and verify the potential of evaluation models, especially IDSUS, for enhancement and improvement of public health management in Brazil. Methodology: This study was based on a review of the literature for structuring and development of the theoretical approach. Results: Application of the various available health care system evaluation models remains fragmented and does not result in an action plan for public health administrators. |
