| Summary, etc. | Beaucoup de personnes et d’institutions financières pensent qu’en Afrique subsaharienne, région marquée par des crises sociopolitiques, économiques et sanitaires, les personnes âgées ne constituent pas une priorité. Cette note présente et critique leurs perceptions et arguments et cherche à démontrer que les personnes âgées constituent une population vulnérable prioritaire mais négligée par l’ensemble des acteurs principalement par les partenaires techniques et financiers de ces pays. Elle s’inscrit dans une approche considérant que le développement est un tout. Améliorer les conditions de vie des enfants, des jeunes, des femmes, tout en négligeant les personnes âgées, c’est accomplir une aide incomplète pour le développement de ce continent. Quatre raisons principales (systémique, éthique/humanitaire, développementaliste et/ou une question d’intérêt ou d’avenir des générations jeunes ou adultes) devraient motiver tous les acteurs à faire d’elles une population non négligée en Afrique subsaharienne. |

| Summary, etc. | The elderly in sub-Saharan Africa: a vulnerable population often ignored in public policyMany people and financial institutions believe that the elderly are not a priority in sub-Saharan Africa, a region marked by serious economic, socio-political and health crises. The purpose of this paper is to describe and analyze the assumptions and arguments underlying this view and to demonstrate that the elderly are a vulnerable priority population ignored by all stakeholders and primarily by technical and financial partners. The premise is that development must be viewed as a whole. In addition to improving the living conditions of children, youth and women, efforts to promote development in Africa must also take into account the needs of the elderly. The paper argues that there are four main reasons for focusing on the elderly in sub-Saharan Africa: systemic reasons, ethical/humanitarian reasons, developmental reasons and/or the interests and future of youth and adults. |
