| Summary, etc. | RésuméCet article analyse le recours aux contingents tarifaires pour renforcer l’accès aux marchés des exportations agricoles en provenance des pays en développement. Prenant l’Union européenne comme exemple, il examine dans quelle mesure les pays en développement ont su utiliser cette politique tarifaire pour y accroître leur part de marché. De nombreux pays ont suggéré que, dans le cadre des négociations actuellement menées sur la libéralisation des échanges agricoles, les contingents tarifaires soient augmentés. Quelques pays ont proposé une application préférentielle de ces contingents qui seraient réservés à certains ou à l’ensemble des pays en développement. L’article évalue les conséquences juridiques et économiques qui découleraient d’une augmentation des contingents tarifaires. Il conclut que les réductions tarifaires relevant de la clause de la nation la plus favorisée doivent être l’objectif prioritaire poursuivi par les pays en développement dans les négociations sur l’accès au marché.Classification JEL : F13 ; O19 ; Q17. |

| Summary, etc. | This paper discusses tariff rate quotas (TRQs) as a way of enhancing market access for developing country agricultural exports. Using the EU as a case study, it examines the extent to which developing countries have been able to make use of existing TRQs to gain access to the EU market. Many countries have proposed that TRQs should be increased within the framework of current negotiations on further agricultural trade liberalisation. Some countries have also proposed that TRQs might be administered preferentially to favour some or all developing countries. The economic and legal issues arising from an increase in TRQs are evaluated. It is concluded that MFN tariff reductions should be the principal market access objective of developing countries in the negotiations. JEL Classification : F13 ; O19 ; Q17. |
