Summary, etc. | RésuméL’argument du partage du risque prévoit qu’une union économique bénéficie de la diversité de ses membres si des transferts sont possibles entre eux. Dans le cadre de l’Union européenne, cet argument soulève deux questions que traite cet article en appliquant la théorie du portefeuille aux pays européens considérés comme des portefeuilles de secteurs: la capacité à partager le risque en Europe s’est-elle récemment améliorée en raison de l’évolution de la composition sectorielle des pays ? Les élargissements passés de l’UE ont-ils amélioré cette capacité ? Nous observons que l’UE dans son ensemble, ainsi que les pays membres à l’exception des Pays-Bas, ont vu leur situation s’améliorer. Nous constatons ensuite que l’Union à neuf aurait constitué la configuration la plus efficace.Classification JEL: F02; G11. |

Summary, etc. | In this paper, we assess the implications of the risk sharing or income smoothing argument applied to the European Union. We consider European countries as collections of industries, and answer two related questions by using the portfolio theory: has the evolution of the industry mix in Europe recently improved the ability of member countries to share risk ? What role did past enlargements play in that evolution ? We observe that the EU and its member countries except the Netherlands have improved their potential to share risk. We also notice that the EU9 is marginally more efficient than the other historical configurations of the EU. JEL Classification: F02; G11. |
