Summary, etc. | L’accession à la propriété nécessite une accumulation préalable de patrimoine, notablement influencée par les dépenses de logement. En pourvoyant des loyers inférieurs à ceux du marché, le logement en HLM (Habitations à Loyer Modéré) pourrait-il accélérer le processus d’accession à la propriété de certains ménages ? Pour répondre à cette question dans le cas français, nous estimons simultanément un modèle de durée expliquant l’âge d’accession à la propriété et la probabilité d’avoir effectué un séjour en logement HLM, celle-ci étant instrumentée par la part des logements HLM dans le parc locatif de l’aire urbaine. Les estimations portent sur un échantillon tiré de l’enquête Logement 2006 de l’Insee. Selon nos résultats, l’occupation d’un logement HLM serait un facteur d’accélération de l’accession à la propriété. |

Summary, etc. | Public Housing and Homeownership Homeownership requires previous wealth accumulation, which is influenced by housing expenditure. Does the provision of public housing at below-market rents allow some households to attain homeownership faster? We test this hypothesis for France by simultaneously estimating a duration model explaining the age of first-time buyers and the probability of their having previously occupied public housing. To instrument this probability, we use the share of public housing available on the local urban rental market. Our estimation sample is taken from the 2006 French Housing Survey. Our results suggest that a spell in public housing decreases age at first-time homeownership. |
