La disparition de l’espace public touche particulièrement les centres urbains marginalisés qui abritent minorités ethniques ou raciales et des sans-papiers. Les débats sur les transformations urbaines du barrio (quartier) mexicain de San Diego (Californie) illustrent ces processus. La mise en place d’audiences publiques entre habitants, représentants de l’agence de redéveloppement de la ville et promoteurs immobiliers, ainsi que la création d’un comité de quartier pour débattre de la revitalisation de l’ensemble du quartier, ont institutionnalisé les discussions. Ces pratiques visent moins à coopter les leaders ou à se réapproprier les discours participatifs qu’à restreindre les définitions de l’espace public et de ceux qui forment le public. |

Summary, etc. | The privatization of public space in U.S. cities strongly limits the expression of political demands by excluded groups. The disappearing of public space particularly affects marginalized urban areas hosting ethnic and racial minorities and undocumented migrants. These processes are central to the contemporary urban transformations of the San Diego Mexican neighborhood (California). Authorities have set up mechanisms of public audiences between barrio residents, the city redevelopment department and real estate agencies, as well as a Project Area Committee, in order to tackle the revitalization programs in the neighborhood. These mechanisms have institutionalized the debates, not in order to co-opt leaders or to develop participatory discourse, but to control the definition of public space and of who is part of it. |

El desaparecimiento del espacio público afecta particularmente los centros urbanos marginalizados que abrigan minorías étnicas o raciales y sin documentos. Los debates sobre las transformaciones urbanas del barrio mexicano de San Diego (California) ilustran estos procesos. El desarrollo de audiencias públicas entre los habitantes, representantes de la agencia de desarrollo de la ciudad y promotores, tal como la creación de un comité de barrio para debater la revitalización del conjunto del barrio, institucionalizaron las discusiones. Estas prácticas visan menos la cooptación de los líderes o la reapropriación de los discursos participativos que a restringir las definiciones del espacio público y de los que forman al público. |
