| Summary, etc. | Dans la foulée de l’enthousiasme mondial pour les villes dites intelligentes, le gouvernement indien a lancé en 2015 un programme pour transformer une centaine de ses villes en Smart Cities. Étant donné la nouveauté de cette politique, cet article suit une approche conjecturale et s’interroge sur les défis et les paradoxes apparents liés à la mise en œuvre de cette politique. La méthodologie se fonde sur un suivi de longue durée des politiques publiques indiennes et sur l’examen des premières étapes de la Smart City Mission (SCM). L’article défend l’idée que d’une part, ce programme ambitieux offre de nouvelles opportunités à de nombreux acteurs privés au détriment d’une attention à la capacité organisationnelle des villes et qu’il incarne d’autre part, une forme renouvelée de défiance profonde face à la démocratie locale urbaine. |

| Summary, etc. | In the wake of the global enthusiasm for so-called smart cities, the Indian government launched a programme in 2015 to transform one hundred of its cities into Smart Cities. Given the novelty of this policy, this article adopts a speculative approach and questions the apparent challenges and paradoxes related to its implementation. The methodology is based on a long-term tracking of Indian public policies and a review of the first steps of the Smart City Mission (SCM). The article argues that, on the one hand, this ambitious programme offers new opportunities to many private actors to the detriment of the organizational capacity of cities and, on the other hand, it embodies a renewed form of deep distrust of urban local democracy. |
