| Summary, etc. | Le processus de décentralisation est réputé avoir assez profondément transformé le paysage politique et administratif français, ainsi que l’action des pouvoirs publics, au cours des vingt cinq dernières années. L’analyse critique proposée ici, illustrée dans le domaine de l’éducation et de la formation professionnelle, s’intéresse à la face cachée de ce processus, en mettant en avant les incohérences dans les domaines et les modalités d’action transférés de l’État central aux collectivités territoriales. L’auteur s’applique à démonter les logiques « politiquement correctes » le plus souvent utilisées pour rendre compte de cette évolution institutionnelle, en exprimant les difficultés auxquelles ces pouvoirs locaux sont confrontés dans l’exercice de leurs responsabilités nouvelles. Il propose enfin de nouvelles manières de construire des politiques régionales, à partir de recompositions originales des compétences transférées et des particularités de la gouvernance locale dans les collectivités. |

| Summary, etc. | The process of decentralisation is reputed to have completely transformed the French political and administrative landscape, as well as the forms of public action, during the last twenty-five years. In the present critical analysis of this process, which focuses on the field of education and vocational training, the author presents the opposite side of the coin, and shows how incoherent the choice of the fields and modes of action transferred from central State control to the territorial collectivities has been. He denounces the “politically correct” logic often used to account for these institutional changes, pointing out the difficulties encountered by the local authorities in carrying out their new responsibilities, and suggests some original new ways of setting up regional policies by re-combining the fields of competence transferred and improving some of the ways in which local governance is carried out by collectivities. |

| Summary, etc. | Der in den letzten 25 Jahren stattgefundene Dezentralisierungsprozess hat scheinbar zu tief greifenden Veränderungen in der politisch-administrativen Organisation Frankreichs sowie in der Wahrnehmung der öffentlichen Aktion geführt. Mit Beispielen aus dem Bereich Bildung und Berufsbildung möchte die hier vorgestellte kritische Untersuchung die Kehrseite dieses Prozesses aufdecken. Dazu sollen die Widersprüche innerhalb der vom Zentralstaat an die territorialen Gebietskörperschaften übertragenden Handlungsbereiche und Machtbefugnisse sichtbar gemacht werden. Der Autor stellt die normalerweise angeführten „politisch korrekten“ Erklärungsstrategien für diese institutionelle Entwicklung in Frage, indem er die Schwierigkeiten aufzeigt, mit denen die Gebietskörperschaften bei der Umsetzung der ihnen neu übertragenen Befugnisse zu kämpfen haben. Letztendlich schlägt der Verfasser eine neuartige Regionalpolitik vor auf der Basis der Umstrukturierung ursprünglich übertragener Kompetenzen sowie der Besonderheiten lokaler Regierungsführung der Körperschaften. |
