Summary, etc. | Intervenir ou non, telle est la question qui se trouve désormais posée pour les forces occidentales à chaque nouveau conflit. Si la décision d’engager des troupes est une prérogative des dirigeants, le soutien des citoyens apparaît désormais comme l’un des éléments pris en compte dans la décision. Dans cette perspective, le présent article propose d’évaluer le soutien des citoyens en France et au Royaume-Uni aux interventions armées, d’en saisir les variations et de s’interroger sur le processus dont il découle à travers l’analyse d’un double jeu de données : l’enquête sur les valeurs des Européens ( evs) autour de la question de la confiance en l’armée et des corpus médiatiques ( Le Monde, Ouest-France, The Independent et The Sun). Nos résultats indiquent que si l’armée nationale est désormais perçue très positivement, ce qui permet d’envisager plus facilement son déploiement hors des frontières nationales, ses actions sont cependant justiciables des valeurs en vigueur dans les démocraties occidentales et elle ne saurait s’en abstraire sans risquer d’être blâmée. L’armée apparaît donc à la fois comme investie de fortes demandes et sous le contrôle des citoyens. |

Summary, etc. | Backing our menTo intervene or not ? That is the question for Western forces whenever a new conflict breaks out. Though the decision to engage troops is the sole prerogative of government decision-makers, citizens’ support is considered as one of the elements which they take into account. Through a comparison between France and Britain, this article aims to assess citizens’ support for military interventions, questioning its roots and understanding its national variations. The analysis is based on two datasets : the European Values Survey and a collection of print media ( Le Monde, Ouest-France, The Independent and The Sun). According to our results, the national army is currently very highly viewed which is a boon for its deployment outside national borders. However, its operations do come under great scrutiny. Were the the armed forces to fail to act according to democratic society values, it would be criticized. The Army is at the same time subject to citizens’ considerable expectations and under their control. |
