Summary, etc. | Mettant l’accent sur les facteurs institutionnels et les stratégies des acteurs politiques, l’article suivant analyse le changement institutionnel dans le domaine des politiques de retraite aux États-Unis et au Canada depuis le début des années 1980. En matière de politiques de retraite comme dans d’autres secteurs de l’action publique, il est approprié de comparer ces deux pays « libéraux » qui, tout en laissant un grand rôle au marché, possèdent des institutions politiques et des programmes sociaux bien distincts. L’article souligne à la fois le poids certain de ces différences institutionnelles et l’existence de stratégies de réforme communes dans les deux pays à l’étude. Axé sur l’analyse du versant public des systèmes de retraite tout en tenant compte de l’épargne et des pensions privées, l’article adopte une approche historique en contrastant trois périodes dans chaque pays : les années Reagan (1981-1989) et Mulroney (1984-1993), les années Clinton (1993-2001) et Chrétien (1993-2003), et les années George W. Bush (2001-2009) et Harper (2006-). |

Summary, etc. | Political institutions and pensions reforms in the United States and CanadaFocusing on institutional factors and the strategies of political actors, this article studies institutional change in the field of pension policy in the United States and Canada since the early 1980s. In pension reform as in other policy areas, it is appropriate to compare these two “liberal” countries which, while leaving a large role to the market, have developed distinct political institutions and social programs. The article emphasizes both the weight of some of these institutional differences and the existence of common reform strategies in the two countries under study. Focusing on public pension systems while taking into account savings and private pensions, the article takes a historical approach by contrasting three periods in each country : the Reagan (1981-1989) and the Mulroney years (1984-1993), the Clinton (1993-2001) and the Chrétien years (1993-2003), and the George W. Bush (2001-2009) and the Harper years (2006-). |
