Summary, etc. La fin des années 1990 a vu la multiplication d’alliances européennes entre ONG dans la capitale des institutions de l’Union européenne. Parce qu’encouragée par les institutions européennes, cette évolution reflèterait le caractère artificiel de nombre de coalitions et ONG européennes. L’objectif de cet article est de contribuer à ce débat en éclairant les ressorts en interne de l’action collective au sein de deux coalitions, composées d’ONG respectivement nationales et européennes. L’analyse fait du concept d’entrepreneur une entrée analytique pour rendre compte des conditions d’émergence et de l’évolution de ces coalitions. Il s’agit ainsi de comparer leurs logiques de mobilisation des ressources afin de cerner la marge d’action dont des ONG parviennent à jouer dans l’arène européenne.

Summary, etc. The coalition entrepreneurs in BrusselsSince the end of the 90s, the number of European non-governmental organisations (NGOs) established in Brussels has dramatically increased. The European Union (EU) institutions have supported the establishment of many NGOs, which has given creditability to the view that these organisations and their coalitions were artificially maintained. This article engages with this view by examining the logics of collective action within two coalitions, respectively bringing together national and European NGOs. The concept of entrepreneurship offers here analytical leverage that can explain both how they emerge and how they evolve over time. The ensuing empirical discussion provides a comparison between NGOs, underscoring the leeway they can have in the EU arena.
