| Summary, etc. | Cet article analyse les réformes des assurances chômage dans les années 2000 en France et en Allemagne, sous l’angle du pouvoir des syndicats. Il se demande comment et pourquoi, dans ces deux pays bismarckiens où ils étaient réputés veto players, ils ont laissé advenir des réformes qui les affaiblissent dans leur rôle de gestion et leur capacité à orienter les réformes de ce secteur. Cette contribution met en évidence les mécanismes explicatifs spécifiques et communs de chaque côté du Rhin, et montre comment les stratégies politiques se combinent aux divisions syndicales et aux nouvelles alliances entre certains partenaires sociaux et les gouvernements pour expliquer la faisabilité de ces réformes. Elle souligne enfin que ces réformes de structure, dites aussi « constitutives », sont très peu étudiées alors qu’elles sont déterminantes pour les réformes « distributives » ou allocatives (Lowi, 1972) ou encore les mesures d’activation qu’elles permettent d’introduire ou d’amplifier par la suite. |

| Summary, etc. | Reforming in the presence of veto playersThis article analyzes the reforms of unemployment insurance in the 2000s in France and Germany, in terms of the power of unions. It wondered how and why unions have let happen reforms that weaken their role in management and their ability to guide reforms in this sector, while in both Bismarckian countries they were deemed veto players. This contribution highlights the explanatory, specific and common mechanisms on each country, and shows how political strategies combine with union divisions and new alliances between some social partners and governments explain the feasibility of such reforms. It points out that these structural reforms, also known as “constitutive”, which are little studied, are determinant to the “distributive” or allocative reforms (Lowi, 1972) they allow to introduce or develop later. |
