| Summary, etc. | Cet article porte sur le changement des politiques d’armement en Europe : contrairement aux théories mettant l’accent sur l’inertie du secteur, la focalisation sur les instruments permet d’analyser le changement institutionnel de cette politique de manière comparée. Centrée sur les instruments regroupés au sein de trois rôles de régulation de l’État (producteur-actionnaire, acquéreur et législateur) en Allemagne, en France et au Royaume-Uni, cette contribution met en évidence la convergence des politiques nationales sur un modèle de politique industrielle de défense libérale. Ce modèle combine une volonté d’un gouvernement de soutenir ses industries nationales avec une combinaison hybride d’instruments de nature libérale et protectionniste. |

| Summary, etc. | The emergence of a liberal defence industrial policy in EuropeThis article deals with changes in defence procurement policies in Europe : contrary to theories emphasizing the sector’s inertia, focusing on policy instruments allows for analyzing this policy’s institutional changes in a comparative perspective. Centered on policy instruments organised in three state’s regulatory roles (producer-shareholder, procurer, legislator) in Germany, France and in the United Kingdom, this contribution shows the national policies’ convergence towards a liberal defence industrial policy model. This model combines a policy objective of promoting national defence firms with a hybrid combination of both market-oriented and protectionist policy instruments. |
