| Summary, etc. | Ce numéro spécial s’intéresse à l’institutionnalisation des idées néo-libérales dans la fabrique des politiques européennes. L’article introductif invite à considérer que ces idées ne sont pas figées puis déclinées au niveau national, mais qu’il s’agit d’incarnations changeantes (avatars) et négociées du néo-libéralisme, et ce dès la formulation des politiques européennes. Cet article propose une approche centrée sur le travail politique des acteurs dans des configurations institutionnelles mouvantes, pour expliquer le remodelage des idées dans le jeu politique et expliquer, in fine, la variété des solutions de politiques publiques adoptées. Les contributions rassemblées dans ce numéro nourrissent cette perspective originale à partir d’études de cas portant sur différents secteurs de politiques européennes : politique monétaire, énergétique, de l’emploi et de l’enseignement supérieur. |

| Summary, etc. | Avatars of neoliberalism in EU Policy-makingThis special issue deals with the institutionalization of neoliberal ideas in European policy-making. The introductory article considers that European ideas are not fixed at the European level and then implemented with variations at the national level. On the contrary, the European policy process generates avatars of neoliberalism, that is modified and reshaped forms of neoliberal policy solutions which are negotiated already at the stage of policy formulation. This article develops an approach emphasizing agents’ political work in contrasted and changing institutional settings in order to explain the different forms of European neoliberal policies. This innovative approach is substantiated by the articles gathered in this issue which deal with different EU policy sectors (monetary policy, energy, employment and higher education). |
