Summary, etc. | Cet article questionne les effets possibles du nouveau modèle de gestion des ressources humaines, issu du New Public Management sur la mobilité interne dans les entreprises publiques. Une recherche qualitative menée dans trois entreprises publiques (EDF, SNCF et RATP) montre, qu’en dépit des moyens mis en œuvre par ces organisations pour soutenir la mobilité interne au vu de ses finalités vertueuses, ses effets s’avèrent décevants, avec des bénéfices limités tant en termes d’apprentissage, que d’anticipation des besoins, que de développement de la motivation des agents. C’est en effet une véritable mutation culturelle qui s’opère dans les entreprises publiques et qui impacte les modèles de carrière des agents et qui ne semblerait pouvoir être menée à bien sans une politique de conduite du changement et un rôle renforcé de la fonction RH dans ces organisations. |

Summary, etc. | This study questions the possible effects of the new Human Resource management policy resulting from the New Public Management on the internal mobility policy of large public companies. A qualitative research conducted in three French public companies (EDF, SNCF et RATP) shows that even though these companies implement important means in order to support internal mobility in view of its benefits, the effects reveal rather disappointing results. Benefits are rather limited, in terms of learning, as well as in terms of anticipation of future skills needs or development of employees’ motivation. A cultural change occurs in large public companies and impacts the employee’s models of career. This shift seems so broad that it could only be met if there is a management change policy and if the HR function sees its role strengthened. |
