Summary, etc. | En revenant sur les années fondatrices de la Libération et de l’instauration de la Quatrième République, cet article cherche à questionner les enjeux de la prise en charge par la puissance publique de l’éducation populaire. En germe sous le Front populaire et envisagé sous Vichy, ce projet d’administration publique d’un secteur privé à vocation éducative renseigne sur la dynamique de construction de l’État social. La question de la nature de la politique d’éducation populaire est ainsi posée : s’il s’agit d’une politique éducative, comment prolonger l’action de l’Éducation nationale sans pour autant remettre en question son magistère, son identité, et sans rendre trop saillantes ses lacunes ? S’il s’agit d’une politique autonome, quel est son champ d’application, et quel est le devenir de l’« alternatif » ? L’inscription sinueuse dans l’ordre administratif d’un espace bureaucratique autonomisé, adossé à l’élaboration d’une doctrine propre, met au jour la tension entre rivalité et complémentarité vis-à-vis de l’Éducation nationale. Pour répondre à ces interrogations, la présente contribution se fonde sur le dépouillement de dossiers des Archives nationales, complété par celui d’archives associatives réunies au Pôle de conservation des archives des associations de jeunesse et d’éducation populaire (PAJEP). |

Summary, etc. | By returning on the founding years of the Liberation of France and the establishment of the Fourth Republic, this research paper seeks to put in question the stakes behind the inclusion of popular education by public authority. Envisioned by the Front populaire regime and planned by the Vichy regime, this project of an autonomous public office governing a private area with educational aim puts in perspective the process of social state building. The question of popular education’s policy nature is thus raised: if it can be defined as an educative policy, how can it extend the action of the Department of Education, without questioning its leadership, its identity, without bringing to lights its deficiencies? If it is an autonomous policy, what would be its field of enforcement, and so what would be the outlook of the « alternative »? The winding implementation in the public administration of this self-bureaucratic territory, leaned on the elaboration of a proper doctrine, puts emphasis on the tension between rivalry and complementary to the Department of Education. To answer these questions, this article relies on the exploration of National archives, complemented by the exploration of associations’ archives, gathered in the center of conservation of youth and popular education archives (PAJEP). |
