| Summary, etc. | Le nombre de fonctionnaires dans deux pays sous protectorat (Maroc et Tunisie) pose la question de la nature véritable du protectorat. Souvent décrit comme le paravent juridique d’une domination directe d’une administration française toute-puissante sur des monarchies marginalisées (les Makhzens), le protectorat apparaît sous un autre jour quand il est soumis à l’examen critique des chiffres, comptages et questions budgétaires de l’administration. Les fonctionnaires français sont plus chers que nombreux et le gouvernement colonial repose, dans ces deux pays, sur un nombre important d’agents « protégés », contrairement à l’Algérie. Il apparaît aussi que l’État colonial a refusé de compter des serviteurs des monarchies dont la rémunération n’était pas inscrite au budget de l’État. En revenant pourtant aux sources arabes, il apparaît que les Makhzens ont continué d’identifier leurs serviteurs : il a bien existé deux véritables États au Maroc et en Tunisie à la période coloniale. |

| Summary, etc. | The number of civil servants in Morocco and Tunisia under the French protectorate raises the question of the true nature of this protectorate, often described by scholars as a legal facade for the direct domination of an all-powerful French administration over marginalised monarchies (the Makhzens). Through critical scrutiny of the administration’s figures, counts and budgets, this article argues that the protectorate was an original combination of two cohabiting states. French civil servants were more expensive than numerous and, contrary to Algeria, the colonial government in both countries relied on a large number of “protected” agents. It also refused to include servants of the monarchies whose remuneration was not included in the state budget. Going back to Arab sources, however, it appears that the Makhzens continued to identify their servants. There were indeed two states existing side by side in Morocco and Tunisia in the colonial period. |
