| Summary, etc. | RésuméOn propose d’étudier la notion de « tiers intangible » à partir du rôle joué par un acteur tiers de nature organisationnelle, crée ou transformé par l’action publique dans un cadre législatif de la régulation sociale. Nous argumentons, à partir de l’étude de cas des pôles de compétitivité, que ce dispositif engendre l’institutionnalisation de rôles de tiers, permettant le débat contradictoire à partir de situations de communication établies autour du thème de l’innovation. Ce rôle est endossé par les associations instituant les pôles, des associations professionnelles parties prenantes de ces pôles et enfin des services du Conseil Régional. Le rôle de tiers permet, à partir d’actions collectives telles que la conduite d’opération d’animation, ingénierie de projets R&D ou de développement de filière, une accélération des apprentissages localisés. Chacun de ces acteurs joue à son tour un rôle de tiers dans des échanges bilatéraux : Pôle/entreprises, Région/Pôle, Région/entreprises, Etat/Région, Etat/pôle. Nous plaçons au cœur de cette dynamique d’apprentissage, la réflexivité médiatisée par le rôle de tiers organisationnel, créant un espace de référence hors marché où s’exercent autorité et autonomie et se définissent de nouvelles identités. Des processus d’auto-observation et d’autodéfinition d’acteurs sociaux sont à l’œuvre à partir des opérations conduites par les différentes parties prenantes du dispositif de pôle. |

| Summary, etc. | We propose to analyze the rôle of mediator played by institutional and organizational actors in the regional governance of innovation. These actors are created or transformed through public action and legislative framework evolution. We suggest that the French public policy of regional innovative clusters establishing the “ Pôles de Compétitivité” scheme, contributes to institutionalize rôles of mediators in the social regulation process. These rôles are played at the regional level by nonprofit associations, which constitute the institutional and organizational framework of the “ Pôles de Compétitivité” national scheme. New form of corporatist associations and operational actors from the regional council also play this rôle to the extent they are involved in the governance of regional clusters. We observe that each ones of these actors plays alternately this rôle in the course of bilateral exchanges : Pôle/enterprises, Region/Pôle, Region/enterprises, Central State/Region, Central State/Pôle. We argue that the rôle of mediator enable through collective action an acceleration of localised learning. Collective learning embodies new meanings to the extent that these rôle of mediator allows contradictory debates within communication situations dealing in this case with innovation thematic. |
