L’association de la Banque mondiale, d’un consortium de firmes transnationales et des États tchadien et camerounais ambitionne d’utiliser l’or noir au service du développement durable. Il s’agit d’insérer au mieux un système pétrolier on-shore dans des savanes cotonnières africaines. L’industrie pétrolière emploie peu, et la rente transite par l’État. Au-delà de l’effervescence du chantier initial, les impacts directs de l’exploitation sont limités. Du moins pour le moment, car la réussite de la greffe tiendra, sur le temps long du cycle minier, aux relations dynamiques qui s’établiront entre le milieu d’accueil, le système pétrolier et l’État. |

| Summary, etc. | The exploitation of crude oil in Chad occurs in a specific institutional and geographic context. The World Bank, the Chadian and Cameroon states and a consortium of transnational firms have expressed their intention to use the black gold as a means to lay the foundations for sustainable development. Basically the idea is to insert the oil exploitation system in a cotton producing savannah in the heart of central Africa. The installation of the system provoked an initial peak in activities. However, once in operation, the oil industry only requires a limited workforce, and the oil rent is caught and spread by the State. At least for now, the impacts of the system are barely noticeable. However, considering the longer mining cycle, success will depend on the dynamic relationships between the regional environment, the oil exploitation system and the State. |
