| Summary, etc. | RésuméLa vocation africaine de la coopération française n’a jamais été sérieusement mise en cause en cinquante ans d’histoire. Elle en a été l’un de ses fondements. En revanche, la singularité de sa démarche originelle, appuyée sur une doctrine du développement qui en faisait sa force et lui donnait son identité, s’est progressivement estompée : d’abord, avec l’alignement sur les thèses dominantes au plan international, puis avec les réformes des quinze dernières années. Elles ont modifié en profondeur le projet initial des développeurs, plus soucieuses de satisfaire ses contraintes d’organisation que de répondre aux attentes des bénéficiaires de l’aide. De cette aventure, autant politique qu’humaine, il reste un formidable héritage de savoir-faire façonnés dans une pratique engagée. |

| Summary, etc. | Putting Fifty years of French Aid to Sub-Saharan Africa into PerspectiveFor fifty years, France’s vocation to aid Africa was never seriously questioned. Rather, it was one of its foundations. However, the uniqueness of France’s original approach, supported by a development doctrine that drew its strength and identity from this uniqueness, gradually faded. France’s approach aligned first with dominant international theories, and then with the reforms of the last fifteen years. These reforms profoundly changed the policy developers initial project ; they paid more attention to organizational constraints than beneficiaries’ needs. A tremendous legacy of know-how, forged through engaged practice, remains from this political and human experience. A new cooperation policy could mobilize this expertise systematically, benefitting the new generation of Africans. |
