Summary, etc. | RésuméCombattu par les pouvoirs traditionnels et par le gouvernement par le biais de ses « antigangs », le phénomène de coupeurs de route est né avec les insécurités transfrontalières dans le nord du Cameroun. Guet-apens sur la chaussée et kidnappings d’enfants d’éleveurs sont devenus un mal endémique, appelé zargina. Génératrice de revenus, cette industrie du crime intègre l’économie réelle et passe par d’autres acteurs selon une logique entrepreneuriale au service d’activités de commerce et de transport. Le phénomène s’est fortement focalisé sur les communautés d’éleveurs mbororo qui apparaissent à la fois victimes et acteurs de ces pillages. |

Summary, etc. | Insecurity in Northern Cameroon. The pastoral Mbororo people’s crisisThe phenomenon of banditry by highwaymen on the roads of northern Cameroon arose with cross-border troubles. At the beginning of the 1990s, roadside ambushes and kidnappings of cattle herders’ children became an endemic danger; the armed robbers are known as Zaraguinas, from northwestern Central African Republic. At the decade’s end, the highwaymen spread their banditry across Cameroon – to Adamawa, East, North and Far North Provinces. In their jurisdictions, customary authorities will try to put an end to the Zaraguinas; the central government has tried to improve its “anti-gang” repression tools to combat the highwaymen. The troubles have strongly concentrated on Mbororo cattle-herder communities; consequently, the Mbororo appear to be both victims and perpetrators of these pillages. However, the violence generates revenue for the real economy. This criminal industry involves others, following an entrepreneurial logic that serves commerce and transportation. |
