| Summary, etc. | Compte tenu de la gravité de la crise post-électorale de 2007-2008 (plus d’un millier de morts et 600 000 déplacés), les élections générales du 4 mars 2013 devaient servir de test majeur quant à la capacité du Kenya à reconstruire un cadre pacifié pour la compétition politique. Alors même que les résultats ont de nouveau été contestés, l’absence de crise a rassuré, en même temps qu’elle a surpris. Pour autant, l’acceptation sans heurts des résultats ne doit pas conduire à conclure à une disparition de la violence électorale. Les primaires des partis sont demeurées chaotiques et les défaillances en matière d’organisation du scrutin bien réelles, conduisant à des débordements. Les appels au calme qui ont inondé le scrutin ne doivent pas masquer les tensions, parfois violentes, qui caractérisent tout exercice de répartition du pouvoir au Kenya. |

| Summary, etc. | The 4 March 2013 General Elections in KenyaGiven the seriousness of the violence that followed Kenya’s 2007-2008 general elections, with more than a thousand citizens killed and 600,000 displaced, the general elections on 4 March 2013 would appear an important test of the country’s ability to rebuild a peaceful electoral framework. Despite some contesting of the results, the absence of crisis reassured and surprised most observers. However, the generally calm acceptance of the outcomes does not mean that election-related violence may never recur. Polling during the party primaries remains chaotic and disorganized; this chaos leads to excesses and disruptive acts. The calls for calm that prevailed during the 2013 elections should not mask the underlying, sometimes violent tensions that characterize all power-sharing exercises in Kenya. |
