| Summary, etc. | Depuis le désastreux passage de l’ouragan Katrina, La Nouvelle-Orléans fait face aux questions cruciales posées par sa reconstruction. La conjonction de facteurs géographiques très particuliers et d’erreurs commises au cours des siècles dans sa politique de prévention des risques et le processus de son urbanisation ont fait d’une des cités les plus vivantes des États-Unis — mais vulnérable — une ville profondément sinistrée. Les efforts pour remédier à la dislocation de son tissu matériel et humain se heurtent à de complexes problèmes de conciliation entre des éléments fort divergents : souhaits des habitants, vues des urbanistes, moyens d’action — financiers ou administratifs — morcelés entre des autorités et des structures diverses. Cependant, l’objectif commun à ne pas perdre de vue, pour instaurer les conditions d’un re-développement urbain durable, est de favoriser les capacités de résilience du site et du cadre de vie, par une stratégie concertée d’anticipation des risques et d’adaptation aux aléas naturels. |

| Summary, etc. | Urban resiliency and sustainable rebuilding : what can we learn from New Orleans ? New Orleans has had to deal with the difficult questions of its recovery since hurricane Katrina. With a specific geography, many mistakes related to the lack of risk prevention as well as the processes of its urbanization, one of the most livable city of the US — but vulnerable — evolved into a ruined metropolis. Efforts to deal with the recovery of its physical and human systems have to face complex issues involving many aspects : citizen’s wishes, planners’strategies, capacity to recover — financial and administrative — fragmented between authorities and many agencies. Nevertheless, one needs to remember that the common goal in order to reach a sustainable urban re-development is to enhance the resilient capacity of the physical environment as well as quality of life, through risk prevention as well as an adaptation to natural events. |
