Summary, etc. RésuméCet article examine les promesses et les limites des débats politiques diffusés par la radio ougandaise, comme espaces de participation citoyenne et de compétition politique. Les citoyens utilisent ce canal pour rechercher des informations, débattre de problèmes politiques collectifs publics et demander des comptes aux autorités publiques. De leur côté, le gouvernement, les groupes politiques et autres groupes d’intérêt organisés utilisent les débats radiophoniques pour l’opinion publique et se servent également de ces programmes comme tribunes de mobilisation, de campagne et de plaidoyer politiques. L’analyse démontre que ces débats radiophoniques répandent également une forme de désinformation, donnent l’illusion d’une influence du public et mènent paradoxalement à l’inertie politique.

Summary, etc. Political Debates on Talk Radio: Democratic Functions and Dysfunctions in UgandaThis article examines radio broadcasts in Uganda, and the promise and limits of talk radio as a forum for citizen participation, political competition and policy debate. Listeners use the radio airwaves to hear news, discuss common political problems and demand accountability from public officials. The government, political groups and other organized interest groups use talk radio to influence public opinion. They also use talk radio shows as platforms to mobilize voters, campaigning and promoting policies on the air. The author’s analysis shows that these talk radio discussions also spread a kind of disinformation. Ironically, talk radio gives the listening public the illusion of influence, but leads to political inertia.
