Ce texte étudie la genèse de l’électorat externe, notamment la construction d’un corps électoral externe le plus représentatif possible. Puis, il propose de nuancer l’idée reçue selon laquelle la diaspora « fait » l’élection, sans exclure cependant les effets de cette croyance partagée sur les stratégies d’acteurs. L’impact de la diaspora sur l’élection est finalement plus symbolique que quantitatif. |

This article studies the emergence of the external electorate and seeks to challenge conventional wisdom which holds that voters abroad determine electoral outcomes. It argues that this shared belief nonetheless affects campaigning and electoral strategies. Unpacking the complexities of political influence, the author also shows how the diaspora affects elections in a symbolic or qualitative rather than a quantitative way. |
