| Summary, etc. | La Pologne a mis en place en 1994 un régime de zones économiques spéciales pour reconvertir les bassins d’industrie lourde, aider les régions en retard de développement et moderniser l’économie. La réglementation a sensiblement évolué depuis cette date, pour se mettre en accord avec le droit communautaire, mais aussi en réponse aux pressions des investisseurs. Le bilan économique et territorial qu’on peut tirer des zones économiques spéciales montre qu’elles ont efficacement servi l’objectif de reconversion industrielle et d’attraction des capitaux étrangers, mais en aggravant des déséquilibres régionaux existants. Des études de cas contrastées montrent les mécanismes de ces évolutions. |

| Summary, etc. | Special economic zones in Poland : a springboard for regional employment or the crumbs of globalization ? Special economic zones were established in 1994 in Poland in order to reconvert heavy industrial districts, help under-developed regions, and modernise the Polish economy. The reglementation has been evolving eversince, in order to agree with the laws of the European Union, and under the pression of private investors. The economic and territorial results of special economic zones show that they have been efficiently functioning as far as industrial reconversion and foreign direct investments are concerned, but have been thereby increasing regional disparities. Some case studies show how such evolutions have taken place. |
