| Summary, etc. | Sous le Directoire, les commissaires du pouvoir exécutif sont tenus de fournir des rapports, mensuels ou décadaires, à leurs autorités hiérarchiques. Les circulaires du ministère de l'Intérieur rappellent cette obligation, tout en normalisant les rubriques. Ainsi, une dizaine de rubriques fournissent les données économiques qui permettent au ministre de dresser le tableau de la République, tandis que la société locale est placée sous le regard permanent des autorités, qui établissent ainsi le baromètre de l'esprit public (surveillance des formes de déviance, adhésion aux rituels et symboles républicains, instruction publique).Mais les réponses des commissaires départementaux aux sollicitations du pouvoir central sont variables, quoique de mieux en mieux rôdées au cours des années. On peut dresser une carte contrastée des départements producteurs d'informations et des départements silencieux, en émettant quelques hypothèses : préparation insuffisante à de lourdes tâches qui requièrent de plus en plus de professionnalisme, stratégies complexes déployées par les commissaires pour mieux asseoir leur pouvoir, à l'interface des réseaux locaux d'influence, et du dialogue avec un pouvoir central instable. Ainsi, le rapport administratif, comme support du dialogue interne à la hiérarchie administrative, témoigne de la complexité des rapports Paris-province dans la période post-révolutionnaire, rapports qu'il serait extrêmement réducteur de traduire simplement en termes de centralisation. |

| Summary, etc. | The Provinces Seen Through the Reports of the Commissaires to the Departments under the DirectoryUnder the Directory, the commissaires of the Executive were expected to send in reports to their superiors on a monthly basis or every ten days. The circulars of the Ministry of the Interior dwell on this obligation, while simplifying the entries. Thus, ten or so entries supply economic data enabling the Minister to draw up the Table of the Republic, while the local society was placed under the permanent scrutiny of the authorities via the Barometer of the Public Mood (which monitored cases of deviation, loyalty to republican ritual and symbology, public education).But the answers given by the department commissaires to the demands of the central power tended to vary, although with time they began to toe the line. A map full of contrasts can be drawn of the departments which supplied information and those which remained silent, on the basis of certain assumptions : inadequate training for duties requiring more and more professionalism, complex strategies implemented by the commissaires to better establish their power on the interface between networks of local influence and dialogue with an unstable central power.Thus the service report as a medium for internal administrative dialogue bears witness to the complexity of dealings between Paris and the provinces in the post-revolutionary period and it would be an over-simplification to describe it only in terms of centralization. |
