| Summary, etc. | L’Allemagne n’a adhéré qu’avec beaucoup d’hésitation à la création de l’Union économique et monétaire, dont elle s’est efforcée de dicter l’esprit et les règles de fonctionnement. La défense de ces règles expliquent pour l’essentiel la défense par Berlin du primat de la stabilité monétaire, de la rigueur budgétaire, de la lutte contre les déficits et l’endettement public et des réformes structurelles. Toutefois, la République fédérale a aussi de nombreuses fois fait preuve de souplesse, quitte à mettre entre parenthèses le respect des règles qu’elle a elle-même fixées. Car l’eurozone n’est pas qu’un projet économique, axé sur la stabilisation du marché intérieur de l’UE. C’est aussi un projet politique, voire stratégique qui permet de stabiliser l’Europe dans un environnement de plus en plus concurrentiel, voire conflictuel. En témoigne les prises de décisions des Allemands pour relancer l’économie pour faire face aux ravages de la crise du Covid-19. |

| Summary, etc. | Germany joined the creation of Economic and Monetary Union only with great hesitation and has tried to dictate the spirit and rules of operation of the Union. The defence of these rules is the main reason for Berlin's stance in emphasising the primacy of monetary stability, budgetary rigour, the fight against deficits and public debt and structural reforms. However, the Federal Republic of Germany has also shown flexibility on many occasions, even if it means putting compliance with the rules it has itself laid down in brackets. For the eurozone is not just an economic project, focused on stabilizing the internal market of the EU. It is also a political, even strategic project which makes it possible to stabilise Europe in an increasingly competitive, even conflict-ridden environment. The decisions taken by the Germans to relaunch the economy in order to deal with the ravages of the Covid-19 crisis bear witness to this. |

| Summary, etc. | Deutschland ist der Schaffung der Wirtschafts- und Währungsunion nur sehr zögerlich beigetreten und hat versucht, den Geist und die Funktionsregeln der Union zu diktieren. Die Verteidigung dieser Regeln erklärt Berlins Verteidigung des Primats der Währungsstabilität, der Haushaltsstrenge, des Kampfes gegen Defizite und Staatsverschuldung und der Strukturreformen. Aber auch die Bundesrepublik Deutschland hat sich bei vielen Gelegenheiten flexibel gezeigt, auch wenn sie die Einhaltung der von ihr selbst aufgestellten Regeln in Frage stellt. Denn die Euro-Zone ist nicht nur ein Wirtschaftsprojekt, das auf die Stabilisierung des EU-Binnenmarktes ausgerichtet ist. Es ist auch ein politisches und sogar strategisches Projekt, das dazu beiträgt, Europa in einem zunehmend wettbewerbsorientierten und sogar konfliktreichen Umfeld zu stabilisieren. Die von den Deutschen getroffenen Entscheidungen zur Wiederbelebung der Wirtschaft, um den Auswüchsen der Covid-19 Krise zu begegnen, zeugen davon. |
