| Summary, etc. | Ce texte développe un modèle de planification démocratique reposant sur des institutions permettant aux producteurs associés de contribuer à une structure stratifiée de décision et d’exécution définie par le principe de subsidiarité. Il implique, de l’échelle de l’entreprise jusqu’à celle de l’économie dans son ensemble, une démocratie politique et une démocratie économique participatives. Un tel modèle amène alors à déconstruire le concept de « marché », en opérant une distinction entre l’échange marchand, conservé au niveau de l’entreprise, et les forces de marché, auxquelles sera substitué un processus de coordination négociée pour ce qui concerne les changements liés aux capacités d’investissement ou de désinvestissement. |

| Summary, etc. | Participatory democratic planning, based on social ownership and negotiated coordination through a process of deliberative participatory democracy, aims to create institutions and processes through which the modern equivalent of the association of producers participates in a layered structure of decision-making and execution, defined by the principle of subsidiarity. It involves a participatory political democracy as well as a participatory economic democracy. Crucially, it deconstructs the concept of ‘the market’ into the components of market exchange and market forces. The model retains market exchange at the level of the enterprise. However it substitutes for market forces a process of negotiated coordination at the industry and sectoral level, when dealing with changes in capacity through either investment or disinvestment. |
