| Summary, etc. | Alors que l’on célèbre le tricentenaire de la naissance de Jean-Jacques Rousseau, cet article présente quelques apports du regard historien sur le « citoyen de Genève », trop souvent victime d’une approche psychologique mal maîtrisée. Qu’est-ce qu’un citoyen à Genève au XVIIIe siècle ? Pourquoi et comment Rousseau fut-il amené à défendre les droits du Conseil général contre les pratiques des Conseils restreints ? « L’affaire Rousseau » qui déclenche la paralysie des institutions genevoises et le refus par le Conseil général de la médiation française entraîne le blocus de la cité par les troupes de Louis XV. Dans un contexte de guerre froide franco-anglaise l’équilibre européen est menacé : il faut relire le séjour anglais de Rousseau à la lumière de ces enjeux diplomatiques. Cette perspective permet également de s’interroger sur la place des républiques et la nature du républicanisme au temps des monarchies triomphantes. |

| Summary, etc. | At the time of the tricentennial celebration of the birth of Jean Jacques Rousseau, this article offers an historian’s perspective on the “citizen of Geneva”, a man too often the victim of flawed psychological analyses. What was a citizen of Geneva in the eighteenth century? Why and how was Rousseau led to defend the rights of the General Assembly against the practices of a restricted assembly ? The “affair Rousseau” provoked a paralysis of Genevan institutions and the refusal by the General Assembly of French mediation resulting in the siege of the city by the troops of Louis XV. In the context of a “cold war” between the British and the French, the European balance was threatened. One must reread the English sejourn of Rousseau in light of diplomatic issues. This perspective also permits an examination of the role of republics and the nature of republicanism in an era of triumphant monarchies. |
