| Summary, etc. | Inscrite dans l'intervalle de deux brèves séquences (28 messidor-23 fructidor an V ; 29 messidor an VI – 4 messidor an VII) l'expérience ministérielle de François de Neufchâteau à l'Intérieur présente des traits originaux dont les déterminations sont à rechercher à la fois dans le contexte institutionnel issu des compromis de l'an III et dans la position propre de l'intéressé, liée à son parcours singulier et à l'expérience accumulée au cours de celui-ci. Par l'analyse des modalités d'une pratique, on s'attache ici à cerner un style et à montrer comment le ministre, loin de se cantonner dans les bornes constitutionnelles assignées à sa fonction, a constamment tenté de l'investir d'une dimension politique d'initiative, tendant ainsi à revendiquer pour l'Exécutif ministériel une fonction d'initiative des lois. |

| Summary, etc. | The Role of the Executive during the Two Ministries of François de NeufchâteauConfined to two brief terms of office (28 Messidor-23 Fructidor Year V; 29 Messidor Year VI-4 Messidor Year VII), the ministerial experience of François de Neufchâteau at the Interior presents some original features presumably determined by the institutional context resulting from the compromises of Year III and his own personal position linked to his singular career and the experience he gathered on the way. Through an analysis of the manner in which he conducted business, a style emerges which shows how the minister, far from confining himself to the constitutional bounds of his office, constantly attempted to give it a political dimension by taking the initiative, thus claiming for the ministerial executive the role of tabling legislation. |
