| Summary, etc. | L’incorporation des logiques d’évaluation au cœur de l’État a eu pour effet de transformer en profondeur les pratiques de contrôle de l’immigration irrégulière en France, entraînant une hausse importante du nombre des interpellations et un recours plus systématique à l’enfermement. Dans le même temps, les expulsions n’ont pas significativement augmenté. Les étrangers en situation irrégulière ne sont plus expulsables par définition, ils sont désormais menacés d’expulsion. Plutôt que d’envisager l’incapacité à expulser comme un échec, cet article appréhende expulsion et menace d’expulsion comme les deux formes complémentaires d’une même gestion des flux migratoires. L’expulsion de quelques-uns s’accompagne d’un confinement de tous les autres au sein du territoire national. De part et d’autre de la frontière, il s’agit alors de contenir les « indésirables », d’entraver et de ralentir leurs déplacements. |

| Summary, etc. | The incorporation of managerial logics at the core of the State has deeply transformed the practices of control of undocumented migrants in France. It has led to a significant increase in the number of arrests and detentions. The number of deportations, however, has not significantly increased. Undocumented migrants, as these numbers indicate, are not deportable by definition; they are, however, always threatened by deportation. Instead of seeing the State’s incapacity to deport as a failure, this paper interprets deportation and the threat of deportation as two complementary forms of single policy aimed at managing migration. While some migrants are in fact deported, the majority remain in virtual or real detention within the national territory. On both sides of the border, the policy is at all times concerned with containing the “unwanted,” to stopping or slowing down their movement. |
