| Summary, etc. | En France, plusieurs projets de réforme institutionnelle visent à accorder une plus large place à la démocratie participative. La présente contribution se propose de caractériser ces projets au regard des quatre formes d’implication des citoyens dans la vie publique (délégation, décision, consultation, revendication) et d’en évaluer la portée. Elle montre que, malgré les apparences, les projets ne font pas de la participation une forme complémentaire d’exercice du pouvoir, mais une forme largement secondaire. |

| Summary, etc. | In France, several institutional reform projects seek to give participatory democracy a more prominent part. This article intends to characterize these projects in front of the four forms of citizen implication in public life (delegation, decision, consultation, claim) and to assess their impact. It shows that, despite appearances, those projects do not make participatory democracy a full complementary form of exercising power but only a secondary one. |
