| Summary, etc. | Pour lutter contre la pauvreté et l’exclusion sociale qui augmentent dans les années 1980 en raison de la croissance du chômage et du sous-emploi, la France transforme son système de protection sociale. A côté des assurances sociales liées à l’emploi salarié stable, se met en place un système spécifique, subsidiaire, universel et minimal. Ce système vise en théorie à réparer les assistés ; il ménage un rôle important aux avocats des personnes pauvres ; il s’appuie sur une information économique et sociale qui scrute les dispositifs et leurs bénéficiaires. Près de trois décennies plus tard, le système n’a pas enrayé la pauvreté. Pire, il contribue à stigmatiser celles et ceux qui la vivent. L’argent des pauvres reste rare et insuffisant. S’il remédie aux pires situations de pauvreté, il fait aussi l’objet de soupçons d’intempérance et de contrôles accentués. |

| Summary, etc. | Anti-poverty Policies in France : the Paradoxes of an InstitutionalisationIn order to combat the poverty and social exclusion caused by rising unemployment and underemployment in the 1980s, France has changed its social welfare system. Parallel to the social benefits associated with regular employment, France has created a specific system for the poor – one that is subsidiary, universal and minimal. In principle, this system aims at rehabilitating assisted people ; it gives a key role to poor people’s advocates ; it relies on a social and economic expertise that scrutinizes the new schemes and their recipients. Almost three decades later, this system has not been successful in curbing poverty. Even worse, it adds to the stigmatization of poor people. Their income has remained scarce and insufficient. While the minimum income does alleviate the worst situations, recipients are suspected of intemperance and submitted to increased controlling. |
