Summary, etc. | RésuméCet article examine deux aspects de la réforme éducative menée en Côte d’Ivoire entre 1993 et 1999 – la régulation des flux scolaires et la moralisation des pratiques de scolarisation – pour étudier les raisons de leur mise en échec. Cet échec tient à la force de configurations sociales et politiques, au principe d’un ensemble de pratiques illicites et d’un marché des biens scolaires (recrutement parallèle, achat de diplôme ou d’épreuve d’examen). Les configurations sociales et politiques esquissées illustrent un rapport symbolique à l’école secondaire, malgré les chances limitées d’accès au diplôme. Par-delà les normes économicistes des bailleurs de fonds, les politiques d’éducation pourraient intégrer ce rapport symbolique à l’institution scolaire et lui fournir un cadre d’interprétation ; faute de quoi les réformes éducatives risquent de continuer d’être perçues comme des formes de violence politiques exercées à l’encontre des populations. |

Summary, etc. | Ivory-Coast society and effects of education reforms: is a policy of “intermediate” education possible?This article examines two aspects of education reforms implemented in the Ivory Coast between 1993 and 1999 – the regulation of school fluxes and the moralization of schooling practices – in order to study the reasons that rendered them unsuccessful. Their failure stems from the strength of social and political configurations that hinge on a set of illicit practices and a market for educational attributes (parallel recruitment, purchase of qualifications or exam papers). The social and political configurations outlined illustrate a symbolic tie to the secondary school, in spite of limited chances for access to qualifications. Beyond the economics-driven standards of the donor organizations, education policies could incorporate this symbolic tie into the overall school institution and provide it with an interpretational framework. Otherwise the educational reforms are at risk of being perceived still as forms of political violence carried out against people’s interests. |
