| Summary, etc. | Depuis la publication du rapport de Graça Machel sur les conséquences des conflits armés sur les enfants adressé au secrétaire général des Nations unies en 1996, le recrutement et l’utilisation des mineurs, communément appelés « enfants soldats », par des forces et groupes armés a été identifié comme une pratique liée aux nouvelles formes de guerre. Ces enfants sont alors devenus une catégorie vulnérable, cible d’interventions de protection dans le cadre humanitaire.Plusieurs documents définissent le terme « enfant soldat », mais quelles sont les représentations sous-jacentes à cette notion dans les politiques de protection de l’enfance ? En particulier, comment les représentations de l’enfant vulnérable, sujet de droits, s’articulent-elles avec les représentations locales de l’enfance ? Qu’en est-il en cas de conflit ? Cet article tente de répondre à ces questions à partir de l’analyse des documents de référence des acteurs de protection de l’enfant en République démocratique du Congo entre 1996 et 2011. |

| Summary, etc. | Since the publication of Graça Machel’s report on the impact of armed conflict on children for the Secretary-general of the United nations in 1996, the recruitment and use of children, usually called “child soldiers”, by armed groups and forces has been identified as a practice linked to new forms of wars. These children then became a category of vulnerability targeted by humanitarian intervention of protection.Several documents define the term “child soldier”, but what are the underlying representations of this concept in child protection policies? In particular, how are representations of the vulnerable child, subject of rights, linked with local representations? What happens in case of conflict? Those questions are covered by this article, analysing the literature produced by child protection actors in the Democratic republic of Congo between 1996 and 2011. |
