Summary, etc. | Régler l’objectif du PIB/m3 d’eau pour l’agriculture jordanienne Cet article traite de la question du lien entre la construction du savoir relatif à l’eau en Jordanie et des techniques mises en œuvre sur le terrain. Alors que le savoir sur l’eau a été au cœur des plus grandes civilisations de la région, aujourd’hui, en termes de politiques agricoles, l’idée généralement acceptée est que la rareté de l’eau inhibe le développement économique du pays. Avec l’utilisation de l’outil (de mesure) qu’est le PIB, l’agriculture, qui consomme 60 % des ressources en eau du pays et ne contribue qu’à 3 % du PIB, est montrée du doigt. Historiquement, la mise en place d’un système d’irrigation contrôlé par l’État central a posé les bases d’un système de transmission vertical du savoir. Au même moment, les agriculteurs font face aujourd’hui à une situation économique difficile. Pour les techniques de gestion de l’eau ainsi que pour la commercialisation, les unités de conseils agricoles sont mises en avant en tant que porteuses de savoir, mais la question de la nature de ce savoir demeure. Dans l’explication du peu d’attention accordée à l’agriculture pluviale et aux techniques de gestion d’eau de basse technologie, le pouvoir de l’outil de mesure PIB s’avère important. |

Summary, etc. | This article addresses the interplay between the constructed knowledge of water and the knowledge and use of water techniques in Jordanian agriculture. Knowledge of water was at the heart of Jordan’s greatest ancient civilizations. Today, it is a generally accepted fact, as far as agricultural policies are concerned, that water scarcity inhibits the country’s economic growth. A finger is now being pointed at agriculture after measurements based on its GDP showed that agriculture uses 60 per cent of the country’s water resources while only contributing to 3 per cent of the GDP. Historically, the setting up of an irrigation system controlled by the central government has laid the foundations for a system where knowledge is transmitted vertically. Meanwhile, farmers today face a difficult economic situation. With regard to water management techniques and marketing, agricultural advisory units have been given prominence as bearers of knowledge, but the question remains as to the nature of this knowledge. The power of GDP as a measuring tool seems to be essential in explaining the little attention that has been paid to rainfed agriculture and to low-technology water management techniques. |
