Summary, etc. | Cette contribution a pour objectif d’étudier l’industrie migratoire aux Philippines et les pratiques de l’État philippin comme courtier de la migration. À partir de l’étude de la migration des travailleuses domestiques philippines, cet article tente de comprendre comment cette industrie fonctionne et les raisons de son succès. Plus précisément, nous examinerons les techniques et procédures de l’État philippin dans la formation, la régulation et la promotion de la migration des travailleuses domestiques. Nous montrerons que le devenir d’une travailleuse domestique est basé sur des normes d’adaptation, de docilité, et de servitude enseignées lors des formations obligratoires et que ces mêmes normes sont inextricablement liées aux enjeux des transferts d’argent. L’article met ainsi en évidence le rôle ambigu du gouvernement en tant que protecteur et courtier de la migration dans la formation de travailleuses domestiques. |

Summary, etc. | The Philippine Migration Industry and International Transfer of Domestic Workers This contribution considers the Filipino migration industry and the implications of the labour-brokering practices of the Philippine state. Through the study of Filipina domestic workers migration, the article tries to understand how this “industry” works and the reasons for its success. Specifically, it examines the state’s techniques and procedures in training, regulating and promoting domestic workers’ migration. It shows there are norms to become a “good” domestic worker, based on ability to adapt, docility, and servitude. These norms taught during the governmental training sessions migrant women must attend, are inextricably linked to remittances. This article highlights the ambiguous role of the government, as a protector and “migration broker”, in training domestic workers. |
