| Summary, etc. | À Dakar, l’ONG Samusocial Sénégal offre divers services médicaux et psychosociaux aux enfants en situation de rue, considérés par l’organisme comme des victimes – et non des délinquants – des déficiences de la structure sociale en mutation. Or plutôt que de dépouiller l’enfant de sa capacité d’action et de présenter une vision misérabiliste de l’enfance en difficulté, le terme victime rend compte, pour l’ONG, de l’ensemble des facteurs qui mènent l’enfant à la rue. Toutefois, cette victimisation est idéologique puisque, dans la pratique, chaque enfant accueilli au centre d’hébergement devient l’acteur principal de sa prise en charge et de sa sortie de rue. |

| Summary, etc. | In Dakar, the NGO Samusocial Sénégal provides medical and psychosocial services for street children, who are considered victims – as opposed to delinquents – of the failures of a changing social structure. Considering them as victims allows the NGO to account for the whole range of factors that lead children to the streets instead of presenting a sordid image of children in difficulty, denying them their agency. The victimisation is however mostly ideological since in practice, each child is the main actor of his own life and the only person capable of deciding to get off the street. |
