Summary, etc. | RésuméLancée au milieu des années 1990, l’approche d’investissement social s’est étendue dans les pays de l’ ocde et en Amérique latine. Si depuis les années 1960 les régimes de protection sociale avaient laissé, au nom de l’égalité, une certaine place aux revendications des mouvements des femmes, les politiques publiques valorisant l’investissement social en réduisent aujourd’hui l’importance, et ceci malgré le fait qu’une ‘sensibilité au genre’ fasse partie de l’approche. Cet article démontre combien et comment les politiques sociales valorisant l’investissement social, même pénétrées par une certaine ‘sensibilité au genre’, constituent une menace pour le projet féministe d’égalité dans la citoyenneté sociale. |

Summary, etc. | Public policies and social investment: What consequences for women’s social citizenship?Beginning in the mid-1990s, the social investment perspective for social policy spread across the oecd world and into Latin America. Whereas the social policy paradigms of post-1945 citizenship regimes left space for claims-making by women’s movements in the name of equality, the social investment perspective reduces this space, and this despite the “gender awareness” that is integral to the perspective. This article assesses the extent to which and the ways in which the social investment perspective, despite being characterised by “gender awareness”, represents a threat to feminists project for equality in social citizenship. |

Summary, etc. | Políticas públicas e inversión social: ¿consecuencias para la ciudadanía social de las mujeres?Divulgado a mediados de los años 1990, el enfoque de la inversión social ha aumentado en los países de la ocde y América Latina. Si desde los años 1960 los regímenes de protección social habían dejado, en nombre de la igualdad, un cierto lugar a las reivindicaciones de los movimientos de mujeres, las políticas públicas que valorizan la inversión social reducen hoy su importancia, y esto a pesar de que una ‘sensibilidad al género’ hace parte del enfoque. Este artículo demuestra cuánto y cómo las políticas sociales que premian la inversión social, inclusive las que penetradas por cierta ‘sensibilidad al género’, constituyen una amenaza para el proyecto feminista de igualdad en la ciudadanía social. |
