Summary, etc. | Le régime de politique monétaire de ciblage de l’inflation apparaît en 1989 en Nouvelle-Zélande. Plus de vingt ans après, il domine la littérature, a été adopté par plus de 25 pays et constitue le régime de référence du Fonds monétaire international. Pour la littérature standard, il naît de la « science » de la politique monétaire, de l’incohérence temporelle principalement. Retraçant l’histoire de ce régime en Nouvelle-Zélande, l’article met en évidence qu’il s’inscrit aussi, dans le cadre plus large, des réformes gouvernementales inspirées de l’École de Harvard. Plus encore, l’historique du ciblage de l’inflation réalisé par l’article souligne le rôle limité des théories dans sa création : il émerge comme un « art » pragmatique, pauvre en fondation théorique. Il est donc une innovation au regard de la théorie, et une originalité au regard de l’histoire des régimes monétaires antérieurs dérivant de la théorie. |

Summary, etc. | The Origins of Inflation Targeting Regime : The Science of Central Banking or the Art of Central Bankers?The monetary policy regime of inflation targeting was born in 1989 in New Zealand. Inflation targeting has now become the mainstream view in the literature, it has been adopted by more than 25 countries and it is the norm of the International Monetary Fund. Conventional wisdom sees the origins of inflation targeting in the ‘science’ of monetary policy, in particular the problem of time inconsistency. The author recalls the historical origins of this regime in New Zealand and shows that it also results from the broader governmental economic reform based on the Harvard School. Further evidence shows that economic theories have played a limited role in the creation of inflation targeting, which turns out instead to be a pragmatic ‘art’, with little theoretical foundations. Inflation targeting is thus quite special in the history of monetary regimes. |
