Summary, etc. | La crise de la démocratie représentative, particulièrement visible en France avec la révolte des Gilets jaunes, n’est qu’un des aspects de la crise plus générale de la démocratie et de la gouvernance telles qu’héritées de notre histoire. Dans des sociétés en changement rapide, il faut résoudre une contradiction objective : les institutions et les cultures du pouvoir font partie de la quille de la société et à ce titre leur stabilité est importante, mais celles qui se sont forgées en réponse aux défis des sociétés des siècles passés, en particulier l’État et la démocratie participative, ne répondent plus aux défis de la société actuelle et future. C’est à résoudre le moins mal possible cette contradiction que s’attache l’auteur. Il souligne plus particulièrement un angle mort de la pensée traditionnelle sur la gouvernance : il ne s’agit pas de gérer une communauté instituée ; il n’existe pas, ou plus, de communautés instituées de toute éternité. Le premier enjeu de la gouvernance est d’instituer les communautés. Le cas de la France, et ce devrait être l’objet du grand débat national, et plus encore celui de l’Europe en crise illustrent cette thèse. D’où l’idée de concevoir des processus instituants citoyens. L’article développe ensuite plus particulièrement ce que pourrait être un processus instituant citoyen européen à lancer immédiatement après les élections européennes et les raisons pour lesquelles ce processus ne devrait pas être organisé par les États membres mais par les Régions, en s’appuyant notamment sur la toile tissée par les jumelages entre régions. |

Summary, etc. | The crisis of representative democracy, particularly visible in France with the revolt of the “yellow vests”, is merely one of the aspects of the more general crisis of democracy and governance as inherited from our history. In societies undergoing rapid change, an objective contradiction needs to be resolved: the institutions and cultures of power are part of the keel of society and, in this respect, their stability is important; but those that were forged in response to the challenges of the societies of past centuries, in particular the State and participative democracy, no longer respond to the challenges of the present and future society. The author sets out to resolve this contradiction in the least unsatisfactory way possible. He draws attention in particular to a blind spot in traditional thinking about governance; it is not a matter of governing an established community; communities established for all eternity do not exist or no longer exist. The first challenge of governance is to establish communities. The case of France, and this should be the object of a big national debate, and even more so that of Europe in crisis, illustrate this thesis. Hence the idea of thinking about civic instituting processes. The article then develops more particularly what could be a European civic instituting process that should be launched immediately after the European elections, and the reasons for which this process should not be organised by the member States but by the Regions, drawing inspiration notably from the web woven by the twinning between regions. |
